VICSES is the Control Agency for Flood, Storm, Earthquake and Tsunami. An essential part of this role is engaging with the community to build its resilience and to reduce risks to life and property posed by these hazards. People who live in areas prone to floods, storms, earthquakes and tsunami need to be responsible for their own safety by becoming more self-reliant. VICSES community education programs aim to produce this outcome, which is consistent with the principles embedded with National and State Disaster (Community) Resilience policy.
The VICSES Community Education Strategy 2015-2018 articulates the steps VICSES intends to take to move to an outcomes based work program centred around community education practices and principles. These practices and principles promote inclusion and participation and must be owned and clealry understood by the community. VICSES seeks to do this through a coherent strategic framework that translates public policy into community supported action and outcomes. It is strongly linked to broader community resilience building activities and is positioned to better support the values and priorities of the community.
